A new covered sports center will be built on the site of the old sewing workshop. The old building decided to demolish. Georgy Poltavchenko, Governor of St. Petersburg, considers this decision legitimate. In December 2008, this address was included in the list of real estate for construction and reconstruction. These data were submitted by the Construction Committee. The governor explained that the fact of introducing a premises to this list does not allow Soyuzpatsnab CJSC to exercise pre-emptive law within the framework of the implementation of Federal Law No. 159-F3.Soyuzpatsnab CJSC is a sewing workshop and a workshop store. They are the tenant of the premises at this address. According to the law on preferential purchase of state property by small business, No. 159-F3, the sewing company tried to privatize the leased premises, but it was refused. In 2011, the Government of St. Petersburg adopted a resolution under number No. 1237 to provide a land plot along Lensovet 41A Street, plot 1 in the Moscow district to build an indoor sports complex. In November of the same year, it was decided to demolish the old sewing factory for the construction of a sports comlex in its place. At the same time, the interests of the owner of the other part of the building where the billiard club was equipped, taken into account. A month later, in December, Kugi (the city property management committee) notified the sewing company to terminate the contract for the lease of premises. However, a little later, the City Court of St. Petersburg decided that the facility at the address of the Lensovet 41A was included in the list for construction illegally. But the governor noted that this circumstance does not change the essence, because the contract for the lease of premises by this moment was already terminated and had no legal significance. In July last year, the Arbitration Court of the city of St. Petersburg and the Leningrad Region made a legitimate and justified decision of the KUGI to refuse to refuse to the statement of Soyuzpatsnab CJSC on the purchase of non-residential premises at the address of the Lensovet 41A with their subsequent privatization.
